Question Razer Blade Advanced v2 (2019) constant power throttling at 35W (I7 9750H + RTX 2070 Max-Q design)

So recently I've had problems with my Razor laptop power throttling which makes my core speeds dip down from 4,1Ghz to 3,2Ghz when stress testing. I don't understand the issue. I recently cleaned and changed thermal paste and my temperatures are in the mid 60s when under heavy load. The power is maxing out but my cores are stuck. I have undervolted my cpu with throttlestop (see pictures) and even tried Intel XMU but nothing works. I always pull max speed on my fans so thermal throttling is definitely not the issue. I use high performance mode on windows, i've even turned power throttling off via regedit.

Issue 1:
My core speeds are low when they shouldn't be.

Issue 2:
My laptop should be able to pull 45-60W but it's stuck at 35W under load.

Try using ThrottleStop 9.6

In the TPL window check the MMIO Lock box which is near the top right of that window.

It looks like your Razer laptop is using an embedded controller (EC) to limit the CPU to 35W. I am not sure when this first started happening. Have you installed any recent BIOS updates?

I think you will have a difficult time finding a solution for this problem. When the EC power limits are set lower than the MSR power limits, the 35W EC power limit will be in control of your CPU. ThrottleStop has no access to the EC power limits programmed by Razer.
