I’ve experienced this aswell with the rtx 2060, from what I’ve heard it’s the games issue and not a fault with the hardware.
Well I never had it happen on my GTX 1080, so I doubt it's holistically the game.

At any rate OP, it's well known to be one of the most demanding games. I've had success referring to decent optimized graphics settings guides on the few games that are hard for me to figure out graphics settings on. Digital Foundry has been my source for that lately, their guides help me set up RE Village and Halo Infinite with better than expected results.

Anyway, I've seen no such problem listed on the PCGamingWiki page for the game, and they typically show the most common ones, so it could be some of your settings are...

BTW, I had the same problem in Halo Infinite regarding flickering only when moving, plus some cutscenes would go black screen. Moving the mouse stopped the black screen. This led me to try lowering my mouse polling rate from 1000 to 500. When I rebooted after quitting game, there was no more flicker the next time I launched the game.

Some games are just finicky as hell about settings, including more than just graphical settings sometimes.

If you get problems in RDR2 on the pc it's either your GPU driver (wrong version) or something not quite right with your hardware, as long as you got the right setting in game applied for your setup all should be good to play.

I have AMD and over time I have noticed with different version of drivers, that sometimes the graphics in RDR2 got glitches and then with other versions of drivers the game doesn't have glitches, natural way of just updating driver to the next latest version, and then overcoming with the one after that.
