[SOLVED] Really Long boot time and lagging pc

Basically I installed a game on steam, it was lagging like crazy even on the menu, so i restarted it a ton to no avail. restarted my computer, it was worse. i did a memory check with the windows memory diagnostic tool, when my pc started to reboot it took like half an hour, then failed. then started again and after another half hour booted, but I was dropping frames on the desktop with nothing open, Ive tried changing my power options, turning off a ton of startup <Mod Edit>, doing a system restore, individually checked all my ram sticks, theyre all performing the same and doing good.
https://www.userbenchmark.com/UserRun/45227918 Heres a userbench mark from a bit earlier, I had nothing but the benchmark running, before this I didnt save a benchmark, But my computer was doing much better. And now all of a sudden its hit the <Mod Edit>, anyone have any idea whats going on?

(Also in my benchmark the Background CPU is at 100%, im not sure if thats relevant but I think it is. I had nothing else open during the benchmarking)

Also I've been testing CPU and GPU temps throughout all of this and they never seem to ever go near bad temps. CPU maxes out sometimes but GPU almost never does even when testing a game.

Also im really dragging this post out im sorry, but after taking all of my ram out and restarting a copious amount of times, the desktop is no longer lagging. There is still horrible frame drops in games though.

1) What is your 'Disk' Usages in Task Manager?

3) How full is the Drive that your Window OS is installed in?

2) Try Defragmenting your HDDs.

4) Reinstall Graphic Drivers.

5) Turn off Virtual Super Resolution if it is turned on.

6) Allow Radeon Setting to automatically optimise your game settings.

Also what is your PSU brand, model and how old is it?

Disk is usually at 0-5%,
175GB out of 446
Reinstalled graphics to nothing changing, Psu isnt the problem because my last one fried like 3 months ago and I bought a really good one in a store, dont remember what the model is right now and i cant take it out of the case right now, but I know its not the PSU,
Also im unfamiliar with Radeon Setting, how can I enable that? And I've defragmented my drives, ill have to get back to you on it as well because this restarts gonna take forever and ive been trying to make this bitch go for 4 hours and it is 5 in the morning,

Unplug all disk except the OS disk.
Run UBM and post a link to the results.
