Really weird horizontal line over monitor (NOT V-SYNC RELATED)

I'm having a weird issue with my monitor that makes 2-3 horizontal lines appear and it happens ONLY in Metro Last Light. When I record a gameplay video with Fraps there are no lines in the recording. Tried both V-Sync on and off.

These lines are not as sharp as those in V-Sync related problems, there are more blurs than lines, really hardly noticable, until you notice it and then it's all you can look at xD

p.s. I am using latest drivers possible (non-beta)

it is a vsync issue, essentially the vsyn is broken and not buffering the output to the display so tearing is still occuring, the best thing to do is download radeonpro, make a profile for metro, enable force vsync in radeonpro and force triple buffering, another tweak i also like to do is to change the flip queue from 3 to 1, makes a massive difference in most games doing all of the above.

its also worth grabbing the latest beta driver (beta doesnt always mean buggy just has not been WHQL tested) it has a lot of metro last light fixes in it.

also enable Dynamic frame control and set it to 1 fps bellow your screens refresh rate so 59fpx for 60hz and this removes and input latency when using vsync
 
Tried with the V-Sync in both Redeon Pro, CCC, and in game (separately of course). Disabling V-Sync makes it worse, but enabling it doesn't solve the problem. Also tried double V-Sync, didn't work.
 
Yep, but it's like V-Sync doesn't work with either radeon pro or CCC in this game. I always tried V-Sync from only one source of course. The only one that seems to work is the one in the game and it still isn't enough.

And even when I lock FPS to 59 it's at 60. I also installed the new drivers, it helps a bit, but there's still one blurry line in the middle of the screen. And only in this one game.

btw my monitor is LG L222WS
 
are you making sure you added a profile to radeonpro for metro and keep it running in the system tray when the game loads? you may want to enable the osd for the game on the games profile in radeon pro and make it show gpu usage etc, need to set a top or bottom of screen position for it to show just to make sure radeon pro is forcing the settings.
 
I figured it out, Fraps was blocking RadeonPro from working. But anyway, V-Sync is much better when used by the game then when forced by RadeonPro.

So there's still a horizontal blurry line in the middle of the screen
