Question Receiving BitLocker error when attempting to extend volume

I am attempting to extend my volume into unallocated space directly adjacent to it, however I receive a BitLocker error (I don't even use BitLocker).

Code:
ERROR: There are no disk volumes that can be protected with BitLocker Drive
Encryption.

What is going on? Let me know if more information is required.

Not sure how you managed to do this but it looks like your C: drive is all messed up which may be causing your problems. Normally the 100 MB partition would be the first on the disk and the Recovery partition is supposed to be the last on the disk.

What are my options to resolve? Here's my situation:

Disk 0 - Windows 8.1 on D (Original OS before installing dual-boot with Windows 11 on Disk 1)
Disk 1 - Windows 11 on C
Disk 2 - Extra storage drive
Disk 3 - A clone of Disk 2 (for replacement)

msconfig is also looking a bit sickly:

Not only does that look weird, it's showing Windows 10 instead of Windows 11. Don't know what "\WINDOWS" is. Is that safe to delete? It popped up one day when I was trying to diagnose my PC for some other unrelated, yet possibly related, issue.

Well you could temporarily disconnect all of the disks except for Disk 1 which is supposed to have Windows 11. Then see if it boots and functions correctly. If everything appears to function properly then you could reconnect Disk 3 and see if you can perform the partition expansion you want. If not, there are 2 possibilities I can think of: option 1 would be to use a program like Macrium to reclone Disk 2; it has an option to expand the partition being cloned so that it would fill Disk 3. Or option 2, you should be prepared to reinstall Windows 11 on Disk 1 so that all of it support partitions are in their proper place. Note that when installing Windows only 1 disk should be connected at that time; others can be reconnected after installation is complete.

Booting with just Disk 1 installed worked fine, but I still wasn't able to extend the partition for Disk 3 (same BitLocker error.) However, EaseUS Partition Master was able to perform the task without issue, oddly. Wonder why. Regardless, now I need to figure out how to re-order the partitions on Disk 1. EaseUS Partition Master has the option, or rather the ability, but either I'm doing something wrong, or the partitions are somehow locked. What would you suggest?

If all of your Disk 1 and 3 problems have been solved I would advise leaving well enough alone and just continuing to use Disk 1 as it is as long as everything is working well. If it ain't broke don't do any more fixing it.
