I am trying to make sense of the GPU specifications of the more contemporary models from AMD and NVDA. Does anyone know of a good reference to lean about GPU specifications?

I am a novice when comparing one GPU's specifications to another.

I wouldn't worry too much about what is under the hood, and concentrate on benchmarks. That allows a more apples to apples comparison.

Sticking with one source helps with variability. A site that discloses the supporting hardware helps.
There are lots of "deep dive" articles and videos on the internals of GPUs. They generally show up when a new generation of hardware is released.

Specs do not tell the story, benchmarks are better.
Vram is handled differently in amd vs. nvidia drivers. Comparisons of quantity are not quite comparable.
Better to look for info on how graphics cards actually work.

Your best bet is to look at benchmarks. As you start comparing benchmarks between current and previous generations of hardware then you'll have a better understanding of what you're looking at when comparing cards. Even if they are from previous generations, you'd be able to still have a rough idea of thei performance vs one another.

Decide on your budget. How much are you willing to spend?
What is purpose of gpu upgrade?
If it is gaming, then specify your monitor resolution and games, you intend to play.
