Here's my proposed system.
CPU: Q9550 (maybe 9650 if the price drops)
Mobo:GA-P45-UD3P
RAM: 4 gigs of G.Skill 1066
Video:Either 4870x2 or GTX 285

I would like to overlock the processor to something between 3.6 to 4.0GHz ON AIR.

Frankly, I'm relatively new to all of this, and I am NOT going to mess around with watercooling. Just don't have the technical know-how.

I've ordered an Antec 900 for the case. What fans, parts for the case, CPU coolers do you suggest? I want this thing as stable as stable can be.

EDIT: I forgot to add that I'd like to mess with the voltage as little as possible/none if at all.

3.6 to 4 is very unlikely without voltage increases.

Xigmatech HDT-S1283 is a very good cooler.

Hmm. Alright then.

As far as keeping that case at it's coolest, what do you recommend? Some scythe 120mm fans to replace the stock ones?

Are those PCI case coolers any good?

Anything else to make the case environment as cool as possible?

TBH no. That doesn't mean I want a jet engine in my room, but I'm willing to sacrifice noise for performance and longevity.

Fire away good sir.

I would recommend just starting with the Antec fans that come with the case, they move quite a bit of air on the highest setting and you can turn them down when needed.
