Question Recommended CPU-GPU for productivity (CAM, Photoshtop) in 2019

My friend uses software like ArtCAM, Photoshop, FlexiSIgn-Pro, Corel, etc for CNC, and is wishing to assemble a new system to handle 3D jobs.Which CPU-GPU (AMD or Intel) will be better suited for this job? I've read some articles on the internet but they're all comparing old CPUs (Ryzen 1700, intel 7700 etc) but I need the configuration relevant today. He can't wait for 3rd gen Ryzen.

More like he want to use the tried and trusted rock solid items rather than a new item in the wild.
Its the same arch as Zen just improved and with a shrink. It’ll be just as stable as current Zen.

I wouldn’t get a 7700 as intels only strength atm is frequency and you can’t over lock the 7700. Also it’s only has 4 cores.

You’re really looking at a 8700K, 9900K, 2700, 2600 and the new Zen for CPU.

For GPU it depends on what programs use. If they use CUDA Nvidia would be better but AMD has more raw Tflops to throw around.
 
For GPU I'm thinking about 1660 6GB, but I haven't decided on CPU yet. Maybe something from 9400F and R2600. What do you recommend will be better? The rig isn't made for gaming in any way, just getting the job done smoothly in somewhat less time.
