Hello everyone two days ago I bought new parts to build new pc, the parts are:

Mobo:Gigabyte gaming x b660 ddr4
CPU:Intel i5 12400f
Ram:Kingston fury beast 2x8 3600
Gpu:gtx 750 1gb (planned to update)
Psu: Corsair 550cx bronze 80 plus

So when I assembly all things and power on
Pc no boot and red light cpu led appears.
After that close the pc and remove one stick
Then system powers up and enter to bios. So
I was so happy, this happens 2-3 times.
But after that when I connect USB the system never boot again...
I notice that when I touched cpu cooler feel electric shock...
Things that I tried change memory stick to all slots , remove bios battery, reset bios
, unplug and reseat all power cables, run with stock Intel cooler, Nothing works
I'm so anxious that I ruined my new pc... When power on pc no signal and red led cpu. Can static discharge damage motherboard and cpu

Please help!!! 🥲🥲

The electrical shock is troubling.
First, check your wall outlet to see that it is properly grounded.
A wall tester like this should be <$10:
https://www.amazon.com/Receptacle-T...22-9bcf-27e4636bce57&pd_rd_i=B01AKX3AYE&psc=1

Test your parts outside of the case first.
That eliminates any chance of shorts.
Start the motherboard by touching the two PWR pins with a screwdriver.
Or, more convenient is a switch like this:

Can antistatic wrist stripe help no short circuit in motherboard?

Misplaced standoffs that cause a short can indeed cause all sorts of damage.

Wrist straps, I find are mostly useless. Don't shuffle your feet on a carpet that causes static.
Occasionally, touch the case or anything else that is grounded to discharge whatever static may exist.

This:

"Pc no boot and red light cpu led appears.
After that close the pc and remove one stick
Then system powers up and enter to bios. So
I was so happy, this happens 2-3 times.
But after that when I connect USB the system never boot again...
I notice that when I touched cpu cooler feel electric shock... "

And later...

"I remember put all standoffs but cpu cooler give me electric shock"

Were you working inside the case with the system off and the PSU unplugged?

As I understood the original post all worked well except for a shock via a USB port.

Which USB port? I/O panel, front case?

Yes, per @geofelt, the shock is indeed troubling.

And all the more so if the computer shocks you while the compter is unplugged.

The problem could be coming via some other device connected to the computer.

Any problems with other devices? Are you using any extension cords, power strips, surge protectors?

Be very careful.

Forgot to mention cpu stays cold no heat at all and full speed fan!!!

Power off the system, unplug, open the case.

Use a bright flashlight to inspect all around the I/O panel and the hosted USB ports.

My thought is that plugging in a USB device a short circuit is created and the system dies.

May be something loose and may not always occur. Or was originally fine and then fails once the system warms up and some component expands and then shorts.

Then inspect everywhere else. Look for any signs of damage. No cracked connectors. No bare conductor showing, no melted insulation, no kinked or pinched wires, no loose or missing screws, Nothing browned or blackened. No swollen components.

Ensure that all connectors, cards, RAM, jumpers, and case connections are fully and firmly in place. Refer to the motherboard's User Guide/Manual and all other component documentation to verify connections and configurations.

That all said, if there was some sort of initial electrical short or if you worked inside the case with the power on then there may well be damage that cannot be seen.

If this is a new motherboard and it came shipped that way you should return it without touching them. If it was used and you can return it, do so.

If this is a new motherboard that you bent the pins by dropping something in them, then yes, it can be worth attempting to fix if they aren't bent much. Basically the main factor here is them being bent so little that they can be put back in place without breaking them and that isn't quite easy. There are more than a few videos on YT that suggest the how and what to use doing so.

If you can afford a new one, try it and if it doesn't work out...
