Remote Desktop access need help having this resolved

When the Remote Desktop button is enabled does that mean someone is or has access to my pc? Another question is I deleted my admin account off a laptop but it came back and I am wondering why? From what I read is that only a admin can delete admins and users not sure what’s going on

If you enabled remote desktop, then users who have been given permissions would have the ability to connect to your computer.

And yes, you have to be an administrator on the computer in order to modify user accounts.
