i know there is a Remote Desktop Client for win 9x, how about server ?

Yes you can get a Remote Desktop client for Windows 9X...

To access/control a Windows 9X box look at UltraVNC with its encryption plug-in...

The server piece must be built into the OS.

It's there, as Terminal Services, in:

NT4 Terminal Server edition (possibly not the precise name!)
Windows 2000 Server
Windows XP Professional
Windows Server 2003
Longhorn public alpha editions.

There's no way to add it to anything else.

If you want somewhat similar capabilities with 9.x, use one of the VNC
variants--I prefer ultravnc.
