Reparing microsoft bootloader without windows dvd?

Hey guys,
I deleted my linux partition and now the mbr is messed up and i cant boot windows 10. The problem is, i dont have a windows disk to boot from and recover the mbr. All i have is my phone, a micro SD card and a usb adapter for the micro SD. Is there any way i can make a bootable usb with my phone? In theory i could download anything with my phone, put it on the SD card and use it as an usb stick.

Please help guys, i need my pc tonight.

I think you have to use windows to create the Installer, I very much doubt you could use a mobile phone to do it, even if phone used windows 10
