I broke the little plastic thing that goes along the pins and helps keep the cable snug. now the cable is a lose fit and the pins are slightly askew. When I put on the cable, its a loose fit. Can that part be replaced?

If that is the case, it's the end of your personal files. Are they not worth an attempt to recover? If it still wobblles, you haven't use enough sticky tape.

Either way you need to buy a new hard drive and start again with a new installation of Windows.
If you can tape the connector in place for long enough to use a USB cable to trasnsfer your persponal files to another PC, you got lucky. Then buy a new HDD and reinstall Windows. The cable you need has three ends. One to connect to another PC or laptop, one to power the drive and the third for the data transfer.

e-Bay always have thousand of ads if you search for HDD USB caddy and specify if it's a 2½" or 3½" drive.
