Question Replacing an RTX 3070 Ti - what to get ?

Gaming, schooling. Games would be Call of Duty, Battlefield, Sims 4, the new Harry Potter game.

I bought a pre-built gaming PC by CLX Gaming from a friend but the GPU was sold to someone else. So this  had a Geforce RTX 3070 Ti. PSU - 750W PSU HELIOS P2 GOLD

No to both of those because I'm not sure what they are

I'm not exactly sure. I've never booted the computer myself.

ADDITIONAL COMMENTS: (e.g.: Need to have better than stock cooling; Want a card with a lifetime warranty; Must run Crysis 3 with full AA on a three-display setup, etc.)

Your post is misleading. You're not replacing RTX 3070 ti.
You have a pc without any gpu and need a new one.

Your budget gives you RX 7600 / RTX 4060.
If you can get RTX 3070 Ti for $400, then that would be significantly better purchase. Similar performance to RTX 4060 Ti.
