In the Bios, go to the Advanced Bios Features option and go all the way to the bottom and find Init Display First. Change Init Display First to PEG if it's not already set, so that the first display device your HD6950 in the PCIE 16x slot. I'm not really sure what would be causing the graphics card to run slower than normal after resetting the bios. You already have the newest and last driver released for your graphics card, but you could try reinstalling it. Download Radeon Software Crimson Edition Beta driver release for your graphics card here https://www2.ati.com/drivers/beta/non-whql-win10-64bit-radeon-software-crimson-relive-16.2.1-sep20.exe
