In the bios in the M.I.T menu as before, make sure the CPU is still set to 3600Mhz, but disable Core Performance boost. In PC Health Status, enable Hardware Thermal Control and also in your next post, list the Vcore voltage, CPU temperature and CPU fan speed from that page.
Edit - Run Userbenchmark again after disabling Core Performance Boost and list that with your next reply.
When you reset your motherboard bios, what was the actual reason for doing so? Was the computer already slow? Did you open it and do anything inside? I keep seeing the CPU not boosting past 3Ghz which makes me think it's running too hot which could mean either the CPU cooler was bumped with or your system is full of dust and choking the fans.

Your system should already have the newest motherboard drivers installed from Windows downloading them during installation of Windows 10. You can get the latest release from here

Your BIOS version is very old though and may need to be updated. There are different bios updates for different revisions, so you we need to find the correct revision first. You will need to open the computer and check the bottom left of the motherboard to find the revision number of the board. It should be something like Rev 1.0 to 1.4 or 3.0. If the bios is updated, you will need to reapply at least the memory settings.
