Resolution in Counter Strike

Okay so i wanted to ask, because something weird is happening
Everytime i switch the resolution to 1024x768, it seems that the screen goes up and there is black bar on the bottom, and the upper part of the screen hides, i have no idea why this is happening, my monitor is FULL HD 22 IT 1080p 60 Hz HDMI, Playing on windows 10, i also had that on windows 7, is that something because of the game or ?

mine works fine in all res.. hmm not sure whats goin on with yours, and why would you want to play at that res anyway?

I was just curious, and since i am playing on 1280x960, for better aim works great for me, i wanted also to try 1024x768 but it seems that the res is jumping out of the screen

Have you tried using the hardware buttons of the monitor to adjust the picture position? Also what happens when you do it in fullscreen window?
