Depending your CPU some processes from the OS could use 2-4% easily, while newer CPUs are able to handle those same processes with less than 0.5% of their power.

If you wanna be sure everything is ok run process explorer and see what process(es) are using your CPU while on idle. A DPC/interrupt constantly reaching by itself at 4% could mean some hardware issue (like a HDD working at a slower rate than normal among many possibilites).

OK. so how can I check for hardware issues?

 
see with process explorer if the DPC / Interrupts is using more than 2% of your CPU.

That being just an extra care while looking the usage of your CPU, usually if there's a hardware issue you would experience from slow responsiveness to BSODs, most likely your pc is just fine.
