Router can't get public ip address

I have a Netcomm NB16WV-02 that I have in bridged mode to a Zappo 1200Z .
The modem is 192.168.20.1
The Router is 192.168.1.254
I enter my PPoE settings into the router and the router is connected from its WAN to the Modems LAN1 port.

Yet I still struggle to get the configuration correct.
I have tech savvy head but all research I struggle to find clear instructions on how to achieve this setup to work.

Looking at this guide -- https://support.netcommwireless.com/sites/default/files/BCS-NB16WV.pdf It looks like the Netcomm, even in bridge mode has NAT. That means that your second router will not get a public IP address.

How would I go about fixing this NAT issue from not letting me obtain a I.p address ?

None of the documentation I can find shows any way to NOT have NAT with that device. The only way to get a public IP address on your Zappo is to change to a true modem rather than a bridged router.
