I recently put together a new computer consisting of a P4 1.8, 256 ddr, w/ a Geforce2mx 200 (i know i know). I was wondering if it's normal for me to only get decent fps in rtcw if im in 640x480. im using the old card from my older computer and am waiting for a little drop in ti4600 prices.

yes, the GF2 mx-200 is the lowest performing geforce 2 class you can get, even you have a powerfull CPU, your GPU is letting your system performance down. so it's not surprising that you can only get a decent fps in rtcw at 640x480

You aught to be able to pull 800x600 in low quality, and still keep 30fps going.

Turn on the fastwrites and sidebanding.

At 1024*768 you should get 30fps. That game is on an old engine. The MX200 has more than enough horsepower to run that game at 1024. In fact I have customers doing it now.
