Question RTX 2060 fans acting erratic

I got a Zotac RTX 2060, a friend of mine gave it to me as a gift. It's very important to mention this is a used GPU.
The thing here is that fans acts reallly odd. Starting with only one of the two fans actually spins, the other one just stays there, despite gpu is 90°C or even hotter.
Seccond of all, each time I turn pc on, the fan spins as hard as it can, even if pc haven't turn on within a day or two, and after a few moments, the fan slows down to a point where it doesn't spins "hard" anymore. No mattter the work load. I got a black screen cause gpu went over 93°C and the fan was still slow.
At this point i have already tried afterburner, play with nvidia drivers... Someone told me maybe i needed to change the fans cause they are damage... bu Im wondering if maybe it could be another thing

PSU: EGVA 500w 80 plus , I have like 4 years with it, it was new when i got it. In terms of usage I would say it's mid tier, during pandemic I used it for heavy gamining, but this days I play a few hrs per week.
Disk drives: I have a Seagate ST2000DM008 1TB Barracuda HDD. I is around 60% full. But I also have a PNY CS9000 240 GB SSD.
CPU: Is a Ryzen 7 2700X
MOBO: Gigabyte B450 m
RAM: Dual Corsair Vengance PRO GDDR4 8 gb
Im running Win10
GPU thermal paste is oldddddd need to change that

Update your post to include full system hardware specs and OS information.

PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)? History of heavy use for gaming?

Disk drive(s): make, model, capacity, how full?

GPU thermal paste?
