Question [RTX 2060] PC will not display monitor from hibernate, but successfully wakes if turned off and on again

I have had this issue for probably coming up to nearly a year now, but have finally decided to write a thread as it seems to happen on an almost daily basis now (as apposed to previously where it occurred every few weeks, then once a week and now finally almost daily). I usually put my PC in hibernate mode every day (I'll do a shutdown every few weeks and for updates) and wake it up, but all of a sudden one day it began to do as the title says. I've noticed that sometimes when this happens, the monitor, keyboard and mouse have power going to them and the PC is powered on, but nothing will happen unless I choose to power down the PC and re-power it (as the title suggests).
* I say sometimes in regards to the peripherals as my PC just has this issue where sometimes on boot, the keyboard or mouse needs to be replugged in. I'd love to fix that problem if I knew why it's happening but I have kind of accepted it by now.

A list of relevant specs:
MPG Z490 GAMING EDGE WIFI (MS-7C79)
NVIDIA GeForce RTX 2060
Would list PSU but I can't get a hold of it right now as a family member has the order history, think it's one of the Gigabyte 750W PSUs.
Monitor is plugged in via DisplayPort.

I am unable to test the graphics card in another PC as I unfortunately live in a laptop-dominated household.

Also potentially worth noting, a year ago I checked Resource Manager curiously because one instance where this occurred, it apparently caused a blue screen (that I couldn't see because the monitor would not display) and I exported the DMP but I am not techy enough to know what I can do with the log or how to open it. If necessary, I am able to post it if somebody can view it and understand what it says, it might be relevant to the problem at hand. Also, around the time I got that log (August 2022) my monitor was displaying a line of green pixels when I attempted to wake from hibernate, this no longer happens though.

I would also like to mention I have no noticeable issues with my GPU aside from this, it works completely fine in games (sometimes the occasional fps drop/stutter but mostly no issues). I also don't think I use integrated graphics in any capacity.

I theorized that maybe this thread belonged in the power subforum but the power is going to my PC and monitor, it just isn't displaying anything (on wake).

Gigabyte 750W PSUs.
Gigabyte is the brand of the unit, while 750W is the advertised wattage of the unit. What is the model of your PSU? how old is the PSU? BIOS version for your motherboard at this moment of time?
Gigabyte p750gm 750 w 80+ gold certified fully modular atx power supply
I have had it for two years.
BIOS version is 1.10.

Today the PC has failed to boot properly once again and I noticed that the motherboard had a white debug light this time, it seems possible that the CPU is failing. Would I have to just buy a new CPU and the problem will be resolved? As usual, rebooting successfully wakes the PC from hibernation.
