Question RTX 2060 under performing (dropping frames)

I recently bought an MSI RTX 2060 Gaming Z and I'm already having issues with it. Here is my whole set up

MSI B450 Carbon Pro Gaming AC
Ryzen 7 2700
MSI RTX 2060 Gaming Z
16Gb Corsair Vengeance RGB Pro 3200
500Gb HDD
120Gb SSD

I have updated all drivers and uninstalled old drivers using the DDU
I made sure BIOs were up to date\
looked up countless forums and videos

In Rocket League with the same or similar set up I've seen people playing between 300 and 400fps, im barely getting 190fps.
I'm not sure what I'm doing wrong or what I need to do to fix it but I appreciate any help. I dont need 400fps,
but it should perform better than my RX480 did.

it is a much faster card at same settings.
Does your game auto-detect and set graphics settings automatically?
Did you install Geforce experience? it also sets game detail fog games depending on your hardware.
So check game settings and make sure they are the same as you had for the RX 480

Everything is set to the same settings and I deleted GeForce Experience when I realized it was affecting in game settings. Still no luck though as right now.
