Question RTX 2080 stuck at 1515 mhz

Hi everyone! I have the gigabyte rtx 2080 windforce OC, and now after a month of using it i have noticed a strange behavoir of its gpu clock. Instead its usual clock speed in OC mode of aorus engine of 1890 mhz, it stucked at 1515mhz, it is seen in msi afterburner while gaming or in combustor. What is that? has this happened to anyone else? From what could possibly affect it I only remember installation of 416.81 nvidia driver, at november 8th, and before that this clock problem wasnt happening. Before that i was on 416.64 hotfix driver.

Update. When i rolled back the drivers to 416.64 beta hotfix freqs returned to their original state to ~1890mhz, and temps came to 72 degrees under load, not like 62 while instant 1515mhz. So i guess this new 416.81 driver somekind blocked my rtx 2080's clock boost function. Has anyone encountered this issue on their RTX 2080?
