Question RTX 2080 SUPER HELP NEEDED

I recently bought this rtx 2080 super by zotac and somehow I have display on but it seems the graphics card is not working. I've been trying to play CSGO (to test it) but i'm getting low fps at about 15-30fps at 1080p ! What is going on .... PS, I have updated my bios (GIGABYTE Z370 Gaming 7 to v.F14) and also im running on the latest windows 10 update. No idea what's Happening. Would appreciate some help

CPU: i7 8700k
Motherboard: Gigabyte Z370 Gaming 7 Aorus
Ram: 4x 8GB Corsair Vengeance 3200mhz
SSD/HDD: ADATA XPG8200 PRO 1TB, SANDISK PLUS 1TB, WD BLACK 4TB
GPU: RTX 2080 Super by Zotac (latest driver)
PSU: Corsair RM1000X
Chassis: LIAN LI PC-O11 DYNAMIC
OS: Windows 10 home (build 1903)

The same thing is happening to me but I got a rtx strix 2080 and I’m trying to play in 1440p and none of my games are playable rainbow six siege in the lobby I’m getting 13 FPS

Both MSI afterburner and the zotac firestorm software is showing 300mhz gpu clock and 405mhz at memory clock

Literally did a whole new install of windows, updated to the current 1903 version, installed the latest nvidia drivers for my 2080 super, and still sucks

Had to uninstall every single thing and literally wipe out your entire drive for the new drivers to install. It helps
