[SOLVED] RTX 2080 weird fan speed

Solution
The base GPU clock is 1515 MHz for most of the RTX 2080 Models, but the boost clock varies, depending on the exact GPU model. This database has all the cards listed with specs:

Your PSU is good. Have you tried doing a CLEAN re-install of the GPU drivers ? Use the DDU tool. BTW, is that pic/gif from HWmonitor ? There are 2 GPU entries under the 'Fans' section though.

On my RX 480 I only have one entry.

What are your full PC specs ? Which Power supply do you have ? Is that Fan behavior in IDLE desktop mode, or while Gaming ?

After i got ingame (BFV) The fan speed seems steady but sometimes the mhz(boost) goes to 1700. What is a normal base mhz value?

Yea i thought that was weird too, i don't know why it has two entries. The boost Mhz is jumping between 500 and 8000. I have an extreme amp card.

no way it's running at 5000mhz... we'd need to wait to like 2100 for that to happen lul.
anyhow, maybe check the drivers and try to stick with one overclocking software. if it still do that wierd thing after clean driver re-install with DDU, then RMA it, maybe something's wrong and need reflashing from the manufacturer.
