Question RTX 3080 stuttering in games - how to fix?

I purchased an RTX 3080 used a couple months ago. The card works fine, but keeps stuttering. The lows (2-4fps) come around every 2-3 minutes when playing games like Call of Duty or Battlefield 5 and last about 3-4 seconds. It's very disorienting to play games like this and I wonder if someone has a solution I have not thought of. I checked drivers, reinstalled them, and even made sure the BIOS was correct.
 
Specs:
OS: win10 pro 64bit
cpu: i5-13600k
ram: 16gb corsair vengeance ddr4 3200mhz cl16 + 32gb corsair vengeance ddr4 3200mhz cl16
mobo: Asus prime z690 pro d4
psu: Evga 600 BR (do not know the age since i bought it secondhand)
GPU: arc a380 + rtx 3090

I know it's a very odd system but I used to only have the 16gig kit as well as only the 3080 as a gpu and still had the problem. I will use ddu tonight to try and get a clean install.
 
You've got mismatched DRAM which is a bad idea as at best sub timings are very unlikely to match. This isn't necessarily related, but something you should fix just the same.

I wouldn't trust that power supply to be good enough to cover power spikes on any video card using 300W+. Depending on what the GPU power limit is set to you could try limiting it to 75% power and see if anything changes.
