Question RTX 4090 poor performance even for a bottleneck

I'm relatively new so it might be a bottleneck but it just doesnt add up.

gigabyte p850GM (850w). The problem is that i have seen multiple people with less powerful hardware squeezing way more fps than i do. It might be my exaggeration or just unexperience.
32 gigs of ram 3600Mhz
rtx 4090 24 gigs vram
ryzen 9 5900X
b550 gaming X v2
water cooling from aorus
also i heard that mw2 hates nvidia gpu's and smh it shows that the gpu is causing 97% slowdown and generating overall less frames than the cpu.

Replace the PSU it's a fire hazard. It also may be under powering the GPU.

Also I assume your using the adapter that came with the 4090 which are garbage.

Also double check your brand of 4090 it may need more then 850w psu
