I think what he is asking is how much of a difference do they make. Which is something i have not tested my self. We need an answer from someone who had his system on screws and then put the pads on, without any other changes on the system. He could give the most objective answer of all. Personally i believe that even for 5$, unless a fan is not properly screwed in (loose and gigling all around), the pads don't make enough of their money. Even those tiniest vibrations that they cut off, even with 10 fans on a case the human ear wouldn't even notice. But that is just my opinion.
 
I hate fan noise so I bought the rubber mounts and have gone through several sets of fans. The rubber mounts don't help - I have some and don't even use them now.

Unless you can detect a reduction in noise of 0.00000001%
In that case go and buy all the silicon crap for all your fans.
If a fan rattles you first make sure its screwed in properly and there are no obstructions. If after the check it still rattles then either use the silicon dampers or get a new fan!

Rubber gaskets fitted to fans, a.k.a. vibration dampeners or rubber fan mounts, either reduce or completely eliminate vibration from being transmitted from the fan to the casing panels. The casing panel - a flat piece of metal - picks up vibrations and behaves more or less like a loudspeaker cone.

Tightening the screws on a vibe damper too tight will eliminate the effects of vibe dampers, leaving it too loose will make things even worse. Also, great care has to be taken in installation of one of these things.

Basically, for vibration dampers to work, don't screw up on installation.
 
It reduces noise that are generated by the vibration but some fans are just loud the way it sucks and blows air thourgh it's blades and this cannot be reduce by rubber mounts. So before you go using using mounts, make sure if it is the fan itself that is noisy and not the vibration. That way you can decide to buy a much quiter fan to start with.
 
They do help, but they should only be needed with lower quality fans.
High End fans (Scythe, Papst, Noctua etc.) should be quiet enough without rubber mounts.
 
If you do buy the rubber fan mounts, you can't just slap it in between the case and fan. You have to get a tight seal to completely isolate the plastic fan from the metal case, so it takes some adjustment.

That's what I've heard, anyway, I've never used them personally.
 
I like the rubber or silicon ones about an inch long with two bulges and an end button cap, insert it into case from outside, and thread rubber teet through fan mount hole and pull till it pops into position, thus leaving nothing but a shock absorber between the fan and the case reducing vibration. Yes this does help, and I have been doing this on past few builds, cheap and can be slightly noticeable...
