run two graphics cards separately but simultaneously?

I currently have a strix 970 and I'm about to upgrade to a strix 1080 ti for gaming and all other desktop uses. I will be running my current dual monitor setup on the 1080 ti. I also have a samsung flatscreen tv mounted on the wall above my two monitors. My question is can i run both cards separately, but simultaneously? I would like to stream TV and movies on the tv at its native resolution, which is MUCH lower than the resolution my monitors run at. Right now I have it them all plugged into the 970 and there is some stuttering on the tv, which I believe is attributed to the higher output resolution that the card is set ast to accommodate.

yes. assuming you have the power and the extra PCIe slot
you can run multiple GPU's and not have them work as one. this was the only way I could get dual monitors back in the day, two GPU's (1xAGP, 1xPCI) .
