Running separate audio into two devices (connected via one pc only)

I want to connect my PC to both my pc monitor and my tv.

I was wondering if it would be possible to run Netflix and play it on my TV screen and any sound coming from Netflix would output via the TV speakers. Meanwhile someone could be using the PC and playing games via the PC monitor and using the headphones to play only sound coming from the game via the headphones.

Is this possible? To separate the audio sound coming from the PC into two separate devices?

You would need Soundcard that includes this feature as Windows does not have this function enabled.

I heard there are softwares, which allow you to do this but I don't know any
