[SOLVED] RX 570 bottleneck for Ryzen 3600? 75hertz bottleneck for RX 580 and R5 3600?

So I have a two questions.

Is my possible build, And im looking to get cheap while keeping the performance that matters
I am thinking to swap RX 580 with a 570, as I'm more into programming, and not so commonly I'd like to edit videos and put together clips.
Would the RX 570 bottleneck the R5 if in future i try to play games like COD, CS Go (not a gamer xD) or Minecraft with shaders.

And if I get the budget to keep the RX 580, would it be even worth, as the max refresh rate I could get is going to be 75 hertz from a budget monitor. My current TV Screens and laptop displays are either 30 or 60 hertz.

Csgo or Minecraft wouldn't really matter which. I would settle for the 580.
