Hello.A few days ago i bought a new rx 570 4gb sapphire pulse itx.
However when i play heavy games the pc freezesafter a while.
When i reboot the pc the gpu makes a loud noise for a few seconds and a message appears(wattman settings have been restored to default due to un unexpected system failure)

System specs:ryzen 3 1200
8gb of ram
Cx450m(the improved version)
Things i tried to fix it:
-installing older drivers
-reinstalling latest drivers
-increasing power limit to +50%
-undervolting
-leaving all settings to stock
-updating bios to latest version
-removing old nvidia drivers from previous gpu using DDU and installing the latest ones

After the last one the pc doesnt freeze but instead i get a black screen and then no signal.
My psu should be enough to handle the card.
Temps are 70 celcius.
Any ideas?

Sounds like the GPU could be overheating. The loud noise after a crash is normally the fans cooling the card after it hit a dangerous temperature. Also, AMD cards run hot...
I'd recommend using MSI afterburner (https://www.msi.com/page/afterburner , the download is at the bottom of the page) to manually control your system fans. I have to do this with my RX 480 otherwise it hits 80C+ and crashes.

Once you've downloaded and opened it, go to settings then fan and set a custom speed/temp control, I recommend having it hit 100% before 70C

Hope that works mate
