Question RX 570 fan problem

Hi

I have a Asus Rx 570 4Gb graphic card and I installed MSI afterburner software to control fan speed.
With some setting, graphic temperature in heavy games like God of war, cyberpunk, red dead redemption never goes higher than 58.
(Medium quality,1080p)
But sometimes graphic's fans never run and temp goes over 80! But when I do some small changes in setting, fans start working and temp come down very fast.
My problem is that I shoul check temp during game so many times to avoid any damage.

Is this problem caused by software or hardware?

Note: I recently upgrade my pc to intel 12th gen , new windows 10 installation, latest driver , latest ver of afterburner and I still have same problem.
 
It's not caused by either but by limitations of your current gfx card, have a read of this so you can see what is OK and what isn't not OK:
Next download this and run it by msi after burner. I trust it way much more for giving me direct stats instead of a overclocking tool for gpu's.

Hi

I didn't overclock my graphic, I use afterburner just for fan speed control
Sometimes my settings don't work and fans don't spin and graphic temperature goes over 80
I want to know it's caused by software or hardware failure?
