So I have the 970M Pro3 motherboard from ASRock. Per the manual, there are 2 PCIe slots for GPUs.
https://download.asrock.com/Manual/970M Pro3.pdf (pg16)

PCIE2 (PCIe 2.0 x16 slot) is used for PCI Express x16 lane width graphics cards.
PCIE3 (PCIe 2.0 x16 slot) is used for PCI Express x4 lane width cards.

However, as you can see on page 6, the SB Chipset blocks the GPU from going into the PCIE2 slot. So I had to put it into the PCIE3 slot. Will there be any noticable performance decrease, especially considering since it's PCIe 2.0 and not 3.0? Thanks so much

Or is there any possible way I can get it into the top slot? Maybe PCIE riser cable?

Move it to the top slot. Their no need to change the heat sink...
