[SOLVED] Rx 580 turbo + low fps

Im getting very low fps and gpu usage goes from 0 to 100 to back to 0 in games. I used to have gtx 1050 and got decent fps.

My specs are:
I3 7100
8 gb ddr4 ram
700w psu

Not going over 75 degrees under full stress.

CPU bottleneck, it's going to be tough to game at what the 580 is capable of with a dual core and 8gb of ram. more ram would help a little but a more powerful CPU would be better for AAA gaming
