RX480 Not running like how its suppose too.

I have opened multiple support tickets on this topic but everytime, I reply and then the ticket is closed. Does getting 50 fps and getting frame crashes on League of Legends sound right on a RX 480? Well thats a major problem I have been having since I got the RX480. I disabled my integrated graphics card (intel HD graphics 4600}) so thats not the problem. I can run battlefield 1 perfectly fine but most of the steam games I get problems on. Recently I looked in the settings and found out that when I run league, the GPU is only at ~15% activity and runs at GPU: 600MHz when it can go all the way up to 1266MHz. Recently I bought star citizen and I really want to play it. I saw a youtuber use a GTX 950 and it ran pretty well. Ofcourse, RX480 > GTX 950 but it seems im getting worse FPS that the recording of the video. I am absolutely positive that the rest of my PC specs are better than the computer in the recording. I also noticed that when im playing Star Citizen, the gpu stays at 66% activity and stays at around GPU: 800MHz. This graphics card can go up to 1266 so I want to get more out of it. Also while im playing League, I notice that the temperature is around 50%, I know full load is around 60% so I don't understand why this happening. But I really want to get rid of this problem because I have to restart my computer every time to test my fps and try to make it better. Another example is the game Rust. Occasionally I run it and get 60FPS max settings but most of the time I open it and get 5fps max settings. My CPU is an i5-4460 and I have 8gb DDR3 Ram. The drivers for the RX 480 is up to date too. Please help!
 
I recently found out something very weird. When I opened Star citizen, I went into my hanger (a place that is less stressful on my computer) and the RX480 ran at GPU: 1244GHz and it was smooth. When i decided to go into the universe (A place more stressful for my computer and needs more), it went down to GPU: 456GHz. I need it to run the same speed, I don't even know why it goes down that low, the lowest state is 610 for state 1.
