MoBo: Asus Z97-A
GPU: AMD Radeon RX 6600
CPU: Intel i5-4460
OS: Windows 10 Home

Upgraded GPU to RX 6600 from GTX 760. MoBo states first PCI slot is 3.0 x16. Only achieving PCIe 2.0 under load.
Used DDU in safe mode when I installed new GPU.
No other PCI peripherals.

I have tried:
  • Forcing PCIe 3.0 in BIOS. Only available options are Gen 1 and Gen 2.
  • Updating BIOS and all drivers - everything is up to date.
  • Altering Windows registry settings.

Solution
Two possibilities

You have an ssd using those pie laines which are 16 lanes of pcie3
If this is not the case, reset your bios
