Ryzen 5 1400 @3.7ghz
16gb 3200mhz ram
Asrock b450m pro 4
Ssd + HD
EVGA GTX 960 SSC
400w evga certified psu

I am in Canada, should I upgrade to a 3100 for $160? Are there any other Canadian options I should look at?

At that price then your only choice would be the Ryzen 3 3100. It is a pretty decent upgrade in performance https://www.anandtech.com/bench/product/2356?vs=2590 but not a massive one. Since you are only going 4c/8t to 4c/8t, it won't give the same longevity as going to the 6c/12t Ryzen 5 3600. https://www.anandtech.com/bench/product/2356?vs=2594

It is rare to find a 1600AF in Canada. The 2600 is going for $200
