Ryzen 1700 1.4V safe?

Hello I have a Ryzen 1700 on the Gigabyte B350N- Gaming WIFI ITX motherboard with the NZXT Kraken X62. I currently have it running at 3.8GHZ at 1.33V dialed in the bios, however CPU Z and Hwmonitor see the voltage going to 1.4V during Cinebench. My temps never exceed 40C on the liquid cooler. Is this safe? Thanks

I wish there was actual documentation on this, but everyone seems to say that 1.45V is the max safe voltage for Ryzen.
