[SOLVED] ryzen 3 1200 to ryzen 9 3800x upgrade problems

Full specs:
CPU: ryzen 3 1200 (old) ryzen 9 3800x (new)
Motherboard: asrock AB350 pro4 bios 6.3
PSU: corsair RM850x
RAM: gskill ddr4 32 GB 3000 8GB x 4
Case: rosewill blackhawk
Storage: seagate barracuda nvme 500gb
GPU: MSI gtx 1060

Hello everyone, I'm having an issue with upgrading my brothers CPU. Purchased a new ryzen 9 to upgrade his ryzen 3, did the bios update, fresh windows install, verified the Mobo was compatible with the new processor. After all this the new processor will not allow the computer to boot, can't even get into bios, it just turns on for a few seconds, then turns off, then back on automatically, and repeats.

We returned the processor RMA through AMD and got a new one sent, and the new one is doing the same thing, I dont know what else there is to trouble shoot. We tried using only 1 stick of ram in different slots, tried using the old cooler, checked all connections, reseated the cpu several times, checked the pins, everything seems correct. The old processor when plugged in works fine, let's the computer boot all the way with now issues.

Just looking for more troubleshooting help here. Thank you

Have you tried clearing the CMOS?
Have you tried booting with no drives connected to see if you can get into the BIOS?

Haven't tried clearing the CMOS, we will give that a try today. Bios is a no go, it doesn't stay powered on for long enough to get there

definitely clear CMOS and do it with the battery pulled.
