[SOLVED] Ryzen 5 1600 capped at 1.37 Ghz and 39% utilization

My processor is unable to exceed 1.37 Ghz, I went to bed 2 days ago, and the next morning my computer was running extremely slowly. I thought that I might have a virus, so I reset my PC and cleaned everything. After this didn't help, I benchmarked my PC and found out it is stuck at 1.37 GHZ and 39% utilization. CPU temps were between 37 C and 43 C during the benchmark. I have contacted support.

Solution
It happened to me once again with Ryzen 5 1600 while playing csgo i had poor performance and the cpu was stuck at 1.5Ghz. Just get in your bios and restore it to default settings there is an option for that and this will fix it.
