Ryzen 5 2400G too low temperatures?

Before hand, I'd like to say that this is a more of a question thread.

To start this off my PC specifications are:
Ryzen 5 2400G @ 3.85GHz 1.35V (as im writing this)
Stock Cooler
1 stick of Corsair Vengeance 8GB DDR4 @ 3066MHz (stock 2667MHz)
Vega 11 @ 1500MHz 1.2V
MSI B350M-Gaming Pro

Right now my CPU stays at 25° C for this overclock, and even if I go to 3.95GHz (3.9GHz crashes for some weird reason) and I think those are too low of temperatures. Is there any reason behind that as I'd like to hear it.

Also, when I went to 3.95GHz 20min ago I had flickering around my browser.

Can you help me and is that normal?

What are you using to measure them? If Ryzen Master that temperature is degrees until TJMax, ie. you are 25C away from thermal throttling. Which is pretty amazing if true.

If your ambient temperature is around 25C, then yes, such a reading should be impossible. Try verifying the typical temperature by checking in the BIOS, or using a another monitoring tool to confirm. If that doesn't do it, consider updating the BIOS and drivers for your motherboard.
 

I was using HWMonitor at that moment but the BIOS says the same, and i forgot to say that I feel like I don't get 100% performance from my CPU
