Question ryzen 5 2600

i have a ryzen 5 2600 which only boosts upto 3.650 in games.. its not overclocked and has the stock cooler. my gpu is rx 480 and ram is corsair 2666mhz.
is this okay or should it be boosting to a higher clock?

Which MB and BIOS ? Look for PBO or XFR settings and see if they are enabled .

That's what I get when I run my 2600@stock, that's normal.
