[SOLVED] ryzen 5 3600 clock always at 3599ghz,please help

hello guys ,so i have a ryzen 5 3600ghz cpu when i go to hwinfo it shows that my clock speed is at 3599ghz in all cores even if im not using the pc (only at desktop),i disabled core performence boost because i dont want the cpu to be auto OC,i just want the max cap to be 3.6ghz,but now i stuck at 3599ghz and i want it to rest while not playing here a photo of the problem

What windows power plan are you using?

Can you reset the bios, enable XMP and use the regular balanced power plan?

this happened to me before and after i updated the bios,i turned on xmp and tried regular balanced power plan but nothing happened

Go to task manager and see if anything is using your CPU.

Task manager seems fine.
Yea try taking out the CMOS batter for 1min with the pc unplugged from wall power. Put back the CMOS battery and set XMP. See if issue still happens.

Changing it is fine.
