So I recently upgraded my PC to the following
Ryzen 5 3600
Asus Prime B550m-a
Corsair Vengeance DDR4 3200Mhz
EVGA GTX 1060 6gb (This was not upgraded)

The only thing that I did was enabled DOCP to recognize the correct ram speed. When I installed the ram I noticed that it was only recognizing 2133mhz so I need to change that in BIOS. Anyway, today I was checking out HWmonitor and I noticed something that seems odd to me but seeing as how I am new, Im not really sure what I am looking at. The CPU VDD is showing fluctuations of voltage ranging from 1-1.438 .... Is that normal or is something wrong? You can look at the HWmonitor screenshot here: https://imageshack.com/i/pnwRi8KRp

Solution
That's perfectly normal with most modern processors. They lower clocks to reduce power useage and raise clocks (boost) to get work done faster, lowering and raising voltage along with that. One of Ryzen's major features is it does it very quickly and often to give it much better energy efficiency.

Be sure to also install chipset drivers from AMD's web site to be sure you have the latest.
