Ryzen 7 1700 and GTX 1080 Ti underperforming massively in games

Hello so as the title says my new rig isn't performing as well as i was expecting and i am sure this isn't all it can do.
My 2 problems are in games i get pretty bad stutters and GPU usage drops especially in some areas of the game like for example in Witcher 3 i get around 90-99% GPU usage while running around in the world opposed to the average of 50% in novigrad (on all graphical settings from lowest to highest) this game is only one example of the games i've tried!

All latest gpu and chipset drivers!

My case has pretty good airflow and i don't think i have been overheating,also im runing a clean instalation of windows (completely formating pre-installing and re-aranging HDD 3 times now).
Any help would be GREATLY appreciated, i hope i can fix this already!

Probably not a fix for your problem, but christ, get a SSD. Running an old HDD on a rig like that is a sin! Im running Samsung Evo 850 256gb x2 and 1TB x1. They have worked perfectly for me, so far.

Check temps with something like hwmonitor. Are the fans on the gpu running?

the GPU reaches 70-72 C max ,its fans on auto start and stop depending on temps i suppose ,also im thinking of getting a Samsung 960 EVO SSD when i have the time!

Honestly, Id get that pretty much right-away. That HDD is a pretty solid bottle-neck for many applications.

What res. are you playing at? Any mods running?

No mods the game was just an example it happens with every game (only BF1 and Crysis 3 have some stutters but run mostly fine) ,the resolution is 1080p screen tearing isn't a problem i don't mind running Vsync ,upgrading my monitor to a higher resolution will happen some time in the future!

To me it mostly sounds like your cpu would be the limit, since stock Ryzen 7 1700 only runs at 3.2GHz on all cores and and likes fast ram.
To improve your performance you would need to overclock your cpu and ram
The Ryzen 1700 should do at least 3.7GHz on the stock cooler and your ram would likely do at least 2400MHz

Cinebench multi threading scores are normal i use the wraith spire cooler so 3.7 doesn't seem to be too high for it to get too high temps ,also my ram might be at 2133 but it is advertised as 3200mhz memory with XNP even though mine doesn't work with the set profile
I haven't OCed ram before but i was going to look into it these days and try to get as close to 3200 as i can

Likely a combination of things. Your Ryzen 1700 at stock. Ryzen likes fast DDR4(3000+), especially at 1080P. Also, 1080P is Ryzen's weakness in gaming vs. modern Intel, even OC'd. The HDD isn't helping things either. Another thing to note, is GPUs don't run at 100% all the time in games, they are adjusting all the time, so this itself is normal behavior.

I also have 3200MHz Corsair vengeance with my 1700, the xmp profiles don't work but i managed to get mine to hit 3000MHz with a custom oc. I also had the stock cooler on my 1700 and i could get it to 3.8GHz without hitting too high temps so i think 3.7GHz should be quite possible.

Also im not rich enough to go only with SSDs so which 1TB HDD would you guys recommend?

Ryzen doesn't fully support Win 7, only Win 10. That could be an issue.

Also, did you install Win 7 from scratch or did you move it from an older system?

Faster the ram the better. Don't think I'd go less than 3000.

Oh yes, as J_E_D_70 mentioned, Win7 doesn't have support for Ryzen.
For hdd, either WD or Seagate 7200rpm, i've personally had better experiences with Seagate drives. But i'd recommend you go for the one that's cheaper.

My voltage is 1.29v but i've set it higher than it needs to be for added stability since i bought a new cooler, i remember running it stable at 1.26 with the stock wraith. Your motherboard also plays a big role in getting stable oc and your Gigabyte is far better than my b350 Tomahawk at that.

Bgmaokai, you have no idea how many times on this board we see people who have indeed just moved the hdd with windows on it to a new system. They do in fact boot, but don't work well.

Im running a 1tb samsung evo 850. It isnt super expensive (compared to say, your 1080 ti). Maybe just buy a 250gb ssd, then use your old hdd for storage?

Some games don't like having SMT ( AMDs take on Hyperthreading ) turned on and I know Wild Hunt is one of them, turning it off in BIOS stopped the stuttering for me instantly.

Same problem here even I have bit better PC than you.

First of all here is my key specs.
- Ryzen 7 1700 (oc 3.65 Ghz)
- Nvidia GTX 1080Ti
- Gskill 3200 Mhz 32 GB ram
- Gigabyte Aorus X370 Mobo
- 2 TB harddisk and 250 GB SSD.

I built this PC for 4K gaming but as I was running low on budget, I decided to buy a cheap 1080p monitor temporary.

But I am getting only 45-55 FPS on Gta V at ultra settings. It shows full 75 hz only when I am standing still and not running or driving vehicle.

As per my hardware, I should not face any lag even in 4k resolution. So at 1080p resolution, It should be peice of cake for it.

I have updated my drivers and also tried turning on/off Vertical sync. I cant find solution for it. Please suggest me what to do. Thanks in advance

None of the ryzen cpu can get you top level gaming performance. It is well known that Ryzen will bottleneck top level GPUs. See:

The bottleneck gets even worse at 1080p, because CPU limitations are even more obvious. At 4K, you are limited more by the GPU.
