Question Ryzen 7 2700 does not boost

Hello everyone, I encountered a problem, When playing games or while idle, I noticed that my 2700 does not boost itself to the 4.1 GHz that it's supposed to do, it just stays at 3350 all the time. I tried all putting it to balanced performance mode instead of Ryzen's balanced mode. My pc spec list:
Processor: AMD Ryzen 7 2700
Graphics Card: NVIDIA GeForce RTX 2070
Ram: Corsair Vengeance 16GB DDR4 3200Mhz
Storage: Samsung 850 EVO 250GB, WD Green 1TB

Have you tried performance mode? Also, you can check in the power settings to make sure the CPU is set to 100% for it's maximum. What cooler are you using?

I did try putting it into performance mode and it changed nothing, When I put it on the Ryzen Balanced mode I get the best performance while doing tests. The max is at a 100% and I'm using the stock cooler AMD gives you with the 2700 (Wraith spire). Temps don't reach over the 60's.
