[SOLVED] Ryzen 7 3700X Turbo boosting when it doesn't need to

So my Ryzen 7 3700X is running on 4.2GHz when idle using "AMD Ryzen Balanced" is it okay ?

There have been multiple posts about the monitoring software triggers clock to go up so you actually do not see the idle clock.
Check for up to date chipset drivers.

Download and install the latest version of the AMD Chipset Drivers (1.07.29.0115) directly from AMD.
Then select the Ryzen Balanced Power Plan and set the minimum processor usage to from 5 to 20 %.
