Have you tried replacing the thermal paste for the cooler with something higher in quality? We're going to need some context, what is the make and model of your case? Ambient room temps?

What you have, R7 4700S, is a faulty CPU. All R7 4700S CPUs are actually faulty.

AMD's 4700S Desktop Kit, a motherboard that almost certainly houses a defective version of the chip typically found in the Sony PlayStation 5

Moreover, the system does not show accurate CPU frequency and temperature info.

AMD has confirmed to Tom's Hardware that third-party monitoring tools, and its own Ryzen Master, won't work correctly with the system. We're not sure when, or if, that will be resolved.

AMD says that it is possible for the 4700S to exceed 100C for brief periods, but only as the chip throttles to return to sub-100C operation. However, we've recorded extended periods (several minutes) of 103C+, with peaks at 104.5C. AMD also says the sensors don't use an offset. The extended 100C+ periods do raise some questions about either the accuracy of the temperature output or the efficacy of the chip's internal throttling mechanisms. Considering the frequency throttling we'll show in the tests below, it could be a bit of both.

So, there's little, if any, you can do. Maybe try increasing airflow inside the system you have (whatever it may be).

CPU is BGA and comes with mounted to the MoBo, alongside CPU cooler. Replacing thermal paste may help, but most likely it is wrong telemetry info since CPU itself is faulty.

Case is montech air 1000 lite or something i don't remember room temp is 25c° thermal paste did't change for 3 years now

It is held in place with 4 screws. Unscrew them and pop the cooler off.

How much experience you have on applying thermal paste?
Less than 10 systems? Then regular thermal paste.
More than 100 systems? Then, MAYBE, liquid metal.

Do note that when you use liquid metal and either spill it over the CPU, to MoBo PCB and/or put too much of it, so it oozes out between heatsink and CPU IHS, thus ending on MoBo PCB, you can (and most likely will) short circuit the MoBo. If that happens, you have a nice paper weight since CPU can't be taken off from MoBo (it's soldered to MoBo).
